Function element's enclosing element not set

What steps will reproduce the problem?

1. Parse and resolve the contents of the file tools/plugins/com.google.dart.tools.core_test/test_data/SampleCode/sampler.dart.
2. Examine the MethodElementImplementation associated with the invocation of the function "f" on line 32 (the result of invoking getReferencedElement() on the DartUnqualifiedInvocation node.

What is the expected output? What do you see instead?

The result of invoking getEnclosingElement() should be non-null, and should, by chaining up the enclosing elements, lead to a library element. The editor needs this chain in order to find the declaration of the function.

Probably no.
What I've fixed is error recovery in parsing incomplete class.

class Foo
class Bar {
   Baz baz() {}
}

It may be produced same error, but by difference reason.

Now getEnclosingElement() will return enclosing METHOD for local function object.
