"02: compile-time error" is invalid, because according to the current spec "static" does not mean "const".
And "bar" is valid reference to static variable.
Yes, "bar" itself has invalid value, but this does not make it non-static variable.

Yes, the complaint about a compile-time error for the initialization of toto is invalid. I don't really know why this was categorized as a language bug. Recategorizing as test issue.
