support postfix conditionals

Allow constructs such as:

  print('Hello, ${name}!') if name == 'World';

so developers can decide whether the action or the condition needs emphasis.

I don't think this provides enough benefits to justify the feature duplication...
Plus, I'm sure it's "unfamiliar to the average programmer."
(Yes, I know this feature is in Perl, and Perl is a widely used language, but the term "average programmer" seems to refer to Java programmers here.)
Also, this syntax is liable to cause substantial problems if Dart ever adopts semicolon inference.

It's also present in Ruby. And many developers knows Ruby on Rails.
