the devnet found some issues in #714 which e2e tests didn't catch, because we were using PoS param tm_votes_per_token = 1 and devnet uses tm_votes_per_token = 0.1.

I've changed the e2e PoS param in #714 and fixed the issues (see #714 (comment) for more details)

1. wasm needed update for a breaking tx proposal change
2. the next merge after added address vp type and deleted default tokens #1081 needed 5814cdc to lowercase token names in the expected string
