On OSX with clang-format 12.0.1 and clang-format-11 installed elsewhere with CLANG_FORMAT=/usr/local/opt/llvm@11/bin/clang-format, I noticed that tools/proto_format/proto_format.sh fix produced an odd diff on api/envoy/extensions/filters/http/jwt_authn/v3/config.proto.

After some digging, I found that protoprint.py was invoking clang-format directly instead of consulting CLANG_FORMAT. This PR fixes that behavior, taking precedent from tools/code_format/check_format.py

Fixing client side goaways to send (in opt mode) rather than crash.
In debug mode, this unfortunately still crashes due to an upstream quiche perspective check, so commenting that out and adding a TODO.

in order to support Apple Silicon. Since our last update there have been
some breaking API changes. I followed these instructions to migrate:

This was reverted once because of a regression fixed by bazel-contrib/rules_foreign_cc@da8952e

It was reverted again because we saw a failure on envoy-mobile, but that issue turned out to be a configuration issue there, not the fault of this change. bazel-contrib/rules_foreign_cc#789 provides a better error for that case in the future, but isn't required

The underlying data is represented as a fixed-point uint64 so that
there is sufficient resolution in the expected range of 0-1, without
adding floating point overloads of all related methods.

keepalive probing can be configured in envoy.config.core.v3.QuicProtocolOptions for upstream and downstream. If absent, use the QUICHE default behavior which sends PING frame every 15s on client side and no-op on server side.

Follow up on #16642
Bazel pre-5.0 had a bug where the Label() function, when called from
a WORKSPACE-loaded .bzl file, used no repo mapping. This meant that
the previous logic here calling `Label("@envoy//bazel")` did not
actually recognize that `@envoy` referred to the main repo; it just
considered it "some repo called 'envoy'".

Bazel 5.0 fixes the bug so that this call will recognize that fact,
and hence turn the label into just `//bazel` since `@envoy` is the
main repo. This, however, causes the lookup in `genrule_cmd(label)`
to fail. This commit fixes that by using the Label object itself as
the key in the dict, instead of a string representation, so that
it's always comparing the resolved target label.

I also took this opportunity to fix the weird `ctx.execute("cat")`
workaround, now that we have `ctx.read`.

This adds a new transport socket wrapper for collecting OS-level TCP stats and publishing them as envoy metrics, in either the cluster or listener stats namespace (depending on upstream or downstream use). This allows attributing the TCP stats to specific listeners and clusters.

This PR fixes two compilation error that are happening in the oss-fuzz build of Envoy. Note that the latest oss-fuzz build errors out with only the error related to AsyncStream but AFAIR when it is fixed, a different compilation error has to be fixed which I fixed in the first commit that changes the socket.h file.

Functionally this

handles the multi-envoy signal handler crash
skips instantiating a runtime singleton (off by default, must stay off until remove global runtime: rebase runtime features on ABSL_flags envoyproxy#19847 is closed)
Multi-envoy does not correctly support runtime flags or deprecation stats due to envoyproxy#19847 being incomplete. It can still handle proxy traffic client - L1 - L2 - upstream as shown in test.

When the ``AsyncTcpClient`` is being destroyed but it
also has an active client connection, there's a crash since during the
instance destruction, the ``ClientConnection`` object would also be
destroyed, causing ``raiseEvent`` to be called back to
``AsyncTcpClient`` while it is being destroyed
