We have the html extractor to support angular code in
.htmlfiles. Since angular is no longer used in our code base now is the best time to remove this extractor.This is a change that affects our dev tooling only and has 0 implications on runtime. The extractor does not depend on angular itself so this PR should not be blocking and other efforts around angular.
