[bug] WindowBuilder.on_navigation listener does not work

Describe the bug

Using WindowBuilder.on_navigation() as described in #5686 does not result in calls to the registered listener.

Reproduction

Example as described in the getting started guide with a simple html page.

Expected behavior

Clicking on links on the page should print the URL and not do anything further as the closure returns false.

Bisect results: seems to work before ee71c31fd09cc5427da6d29d37c003a914547696

Looking at core/tauri/src/window.rs, in line 236:

-    pending.navigation_handler = self.navigation_handler.take();

Looks suspicious to me, and reverting this change does fix it for me. Of course I don't know the context of the entire change so this might have an actual purpose and the real fix is more involved.
