[bug] WixUtilExtension in custom fragments make light.exe invocation fail when bundling Windows app

Describe the bug

When supplying a custom fragment to add functionality to the Windows MSI installer created by tauri, attempting to use WixUtilExtension will make the light.exe invocation fail due to a duplicate argument.

Reproduction

1. Follow the instructions under https://tauri.app/v1/guides/building/windows#extending-the-installer-with-wix-fragments
2. Replace line 2 of the example wxs file from <Wix xmlns="http://schemas.microsoft.com/wix/2006/wi"> to <Wix xmlns="http://schemas.microsoft.com/wix/2006/wi" xmlns:util="http://schemas.microsoft.com/wix/UtilExtension">
3. Run cargo tauri build --verbose
4. Observe error message:

light.exe : error LGHT0126 : The extension 'Microsoft.Tools.WindowsInstallerXml.Extensions.UtilExtension' contains a defintion for table 'EventManifest' that collides with a previously loaded table definition. 
 Please remove one of the conflicting extensions or rename one of the tables to avoid the collision.
       Error [tauri_cli] failed to bundle project: error running light.exe: error running light.exe: `failed to run C:\Users\agersant\AppData\Local\tauri/WixTools\light.exe`

Specifically, the WinUtilExtension got added twice to the list of arguments, as -ext C:\Users\agersant\AppData\Local\tauri/WixTools\WixUtilExtension.dll and also as -ext WixUtilExtension.

Expected behavior

Bundling completes with no error

Closely related to this issue, it's currently not possible to use WixUtilExtension (or other extensions) in a template specified via bundle.windows.wix.template in tauri.conf.json. Attempting to do so results in the opposite problem, where the candle.exe invocation has no -ext option.
