This PR is against a new q3-2023 branch I created. I created the branch so we can easily check out the branch to do local plugin testing if necessary, and so we can add other PRs that depend on v10 of blockly such as #1202 .
We can also prepare a PR that changes
10.0.0-beta.0to just10.0.0in this branch and keep it as a draft until after the core blockly release. We can then merge the branch into master and publish samples.
