Advance EarthWorksOrg external to include changes from the ESCOMP/CAM 'cam6_4_016' tag. This matches with updates of other externals to what's used in ESCOMP/CESM tag 'cesm3_0_beta02'

This PR is meant to be merged after #29

This is to ensure there's no conflicts with other MPAS components (esp.
in the framework) and to allow for easier integration when MPAS-A
OpenACC is added again.
