Remove the section causing deprecation errors

Changes look fine, what was the reason for removing this?

When importing, this message pops up

<frozen importlib._bootstrap>:283: DeprecationWarning: the load_module() method is deprecated and slated for removal in Python 3.12; use exec_module() instead

Is there a reason for removing the code instead of changing it? I'm trying to remember why this code was included in the first place.

Yeah.. what if we just changed it to exec_module()?

Yeah we can switch it out and see if it still runs, it's one of those legacy codes that Jonathan added in, and was never too sure what it did

I am fairly certain its checking if the system uses Python 3.4, and uses some special logic for that case... but I could be wrong.

@mgrover1 The more I look at it, the more I'm fine with removing it. I believe it was originally added for nose to check if nose was installed for when a user would nosetest. Idk to be honest if we no longer need this.
