(BKR-1049) Updating require to align with oldest supported PE version

PE and puppet-agent currently shipped with 2.1.9
Oldest supported PE release ships with 2.1.8

This is to keep beaker aligned with oldest supported PE release and
current puppet-agent vendored ruby.

sorry @cdenneen, the build fell off our storage, so I don't know why it failed at this point. Let's try again, & hopefully I'll get around to it faster if it's red.

@cdenneen yep, everything looks good here. We do want this change to be documented though, so I've submitted #1352, and think we should block merging this until we're good with that as well.

@cdenneen it went out yesterday. If you check the beaker wiki, you can always see when we've scheduled our next release, which is typically every 2 weeks.
