Unexpected error, unable to continue when run on ubuntu-24.04 image #677

Describe the bug
I thought I'd successfully added support for ubuntu-24.04 in #675 but the workflows fail with a different, more opaque error now.

Before the PR above was merged and the change released, trying to use the Action on ubuntu-24.04 resulted in Version "24.04" of Ubuntu is not supported.

Now, I get:

My colleague pointed out that this looks quite similar to some old issues like #196 where the Swift version was incompatible with the runner image version. I tried Swift versions 5.7, 5.8, 5.9, and 5.10 and none of them work with ubuntu-24.04. I checked the supported versions and it seems like all these Swift versions should be compatible with all MacOS and Linux images.

Workflow configuration (please complete the following information):

  • Action version (uses): 3aed395
  • Platform (runs-on): ubuntu-24.04
  • Swift version (swift-version): 5.7, 5.8, 5.9, 5.10

I'm also encountering this when using ubuntu-latest https://github.com/wearerequired/lint-action/actions/runs/10096324757/job/27918576884?pr=811

ubuntu-24.04 is now becoming the "latest" image: actions/runner-images#10636

Any update on this issue?

### Description

CI [broke
recently](https://github.com/foxglove/mcap/actions/runs/12302494967)
because (I think) `ubuntu-latest` changed to `ubuntu-24.04`. The 24.04
image no longer has python 3.7/3.8
(actions/runner-images#10636). It also causes
an error with the `setup-swift` action
(swift-actions/setup-swift#677).

~Our `setup.cfg` declares `python_requires = >=3.7`, however we were
using 3.8 in most CI jobs (#988). I
downgraded these from 3.8 to 3.7 here.~ It was hard to get this working
so I left it at 3.8.

- Included a drive-by lint fix
