more parking lot versions? We can't enforce them all to use 0.12, can we?

Only used by wasm-timer, used by polars, and we don't depend on polars by default.

Sadly we still need to patch
arrow2_convert. Our previous patch was to this commit: DataEngineeringLabs/arrow2-convert@7e63de5 which wasn't part of any PR that got merged.So, we patch
arrow2_convertagain, waiting for this new PR to be merged, and hopefully released before Monday 😬Buffer<T>for Serialize/Deserialize DataEngineeringLabs/arrow2-convert#98Checklist
