xenon-0,xenon-1,xenon-2

Must be create not update.

1. xenon-0 start, run:

xenoncli raft trytoleader

2. xenon-1 start, run:

for xenon-1:
xenoncli cluster add xenon-0

for xenon-0:
xenoncli cluster add xenon-1

3. xenon-2 start, run:

for xenon-2:
xenoncli cluster add xenon-0,xenon-1

for xenon-0:
xenoncli cluster add xenon-2

for xenon-1:
xenoncli cluster add xenon-2
