after merging #6271 we haven't ability to create public link for project space

before I change e2e tests for that we need disable add link button on the web. @tbsbdr @micbar

we tried bringing back sharing project roots with cs3org/reva#3890

for now we had to add two expected failures in reva and in ocis. The plan is to adjust the tests to the fixed behavior in ocis first and then bump the test commit id in reva.
