- Introduce TestCase.WaitFor function that waits until specified condition becomes true. - Make performance tests faster and reliable by waiting for spans to be received using WaitFor instead of fixed time period. - Introduce TestCase.Sleep function to reduce boilerplate in test cases.

Enabling misspell and goimports in golangci-lint allows a bit of simplification of tools.go / Makefile. The linters enabled locally also complained about the markdown in README.md a little, so I fixed those complaints. I also enabled auto-fix mode in golangci-lint so that it will just fix any lint issues it runs across (which is how goimports/misspell) was being used. misspell still needs to be included in tools.go unless we decide that we didn't want it to run on markdown files.

Addresses open-telemetry#77 A behavior change was introduced such that either total memory or limit/spike environment variables had to be set even if the config parameter was passed. This fails for Windows as you cannot pass env vars to the service. To address, total or limit/spike is no longer required if config parameter is addressed. Added a test to ensure this issue is not reintroduced in the future.
