update storybook dependency and get extract from cjs

What Changed

Updated storybook dependency to latest + modified extract import statement to import the extract command from the updated directory.

Why

When scaffolding new design-cli monorepos, the latest version of storybook was getting pulled in which had a different path to import the extract command from @storybook/cli than the version listed in design-cli's dependencies.

This should address #648 for newly scaffolded design systems
