upgrade storybook to 6.2.9

What Changed

Upgrade storybook to 6.2.9 (latest at this time)

Why

need to upgrade things using ds-cli to storybook 6.2+

the exported structure of dist for the storybook cli package changed, had to re-export the types from a separate folder

if theres another way to do this let me know, i tried a lot of ways but since it wasnt a package import, it didnt respect typeVersions
