Explore Nearby Overlay "Always Primer" when user has setting set to "Always"

Observed Result:

Explore Nearby: User randomly gets the "Always Primer" when going to Explore Nearby. User has location setting to "Always" and shouldn't receive the overlay. "Always Primer".

Expected Result:

If user has location set to "Always" they shouldn't see the "Always Primer".

Steps to reproduce:

  1. Verify location setting is set to "Always"
  2. Load app and go to Explore Nearby
  3. Overlay randomly appears

Also confirming that I receive the primer when going to geofence bot.
