Is your feature request related to a problem? Please describe.
Logs written by LoggingAppender do not always have correct values of the resource type and additional resource information.

Describe the solution you'd like
Resource type and additional resource metadata should be populated similarly when logged using Logging agent.

The appender's code uses implementation in the java-logging. The problem is addressed in googleapis/java-logging#685.
