Summary
Fixes #55916
There was a bug where, if any of the app state values were set, certain actions that would cause a page navigation (such as adding a new page) would throw an error.
The root of this error was that on route change, our router component would potentially dispatch a redux action. In the context of adding a page, this would occur while the addPage action was still in the reducer, which is not allowed.
The fix here is to not dispatch those actions if the appState already matches what is in the store.
