No timepicker in Dashboard on IE11

Describe the bug:
The timepicker in Visualize, Dashboard, Discovery is not shown. Or better is there, but the size is zero and is not visible.

Steps to reproduce:

1. Open a new Kibana Dashboard
2. The timepicker is hidden behind/beside the refresh button

first check:
the media query is applied before current euiFlexItem class style, that overwrite the required flex-basis: auto with the flex-basis: 0
