MovePlace is an internal flag temporarily used to indicate that the placemouse
feature is active.
The flag prevents the client window from being resized while feature is used. Any calls to resize
while the MovePlace flag is set will result in a NeedResize flag being set.
Due to the above setting this flag manually via client rules will result in display issues.
