This PR adds a pipeline for
azurestackhci. This is needed for therelease/v3branch and isn't present onmaster. However we are going to take advantage of pipeline generation from master to correctly configure the pipeline rather than creating it manually. We'll then tweak the settings of the automatically generated pipeline so we don't create nightly build failure noise from master.
