  1. Run apistubgen from tox temp location to avoid import error for extension packages like azure-eventhub-checkpointstore
  2. Enable apistubgen step in analyze job

It appears as though this change broke the aggregate reports pipeline https://dev.azure.com/azure-sdk/internal/_build/results?buildId=466936&view=results the aggregate reports pipeline does not have any build artifacts to download. We will either need to move this somewhere else or implement the aggregate reports differently.
