[engsys] Unpin Node target version for pipelines

Tracking issue to unpin the Node version once MSAL have published their workaround for the auto-npm pkg fix unintentionally adding an unwanted install script to the package manifest on publish.

I reopened this issue becuase the node 18.20.2 has issue for ⁠ci issue and ⁠pr. @timovv @ckairen Could you take a look?

This is a separate failure related to Rush and a Node security fix: microsoft/rushstack#4637. Fixed in #29389.
