Installed Ubuntu 16.10 on a fresh VM and all the tests pass, I tried increasing the timeout to see what that does. |

Summary
Fixes #1749. Also adds some tests.
Test plan
All tests pass.
Note: I couldn't figure out a way to get around the
$FlowFixMeusage. Any help with that would be great.
