Prerequisites

If there's an existing issue for this PR then this fixes #11249

Description

Added support for the PickupDirectoryLocation config and once specified it will send ignore the other smtp settings and send emails to the specified dropoff folder.

Testing

Specify the following config in the appsettings.json:

"Smtp":{
  "PickupDirectoryLocation": "your/folder/path",
  "From": "[email protected]"
}

And then the simplest way to test is to request a password reset and check that the email shows up in the folder you specified.

Notes

I have set the filenames for the outputted emails to be a guid, but I am open to better ideas for the file naming.

It's quite useful when testing locally!
