Cancelled runs cannot be rerun

Describe the bug

Cancelled TaskRuns or PipelineRuns cannot be rerun, instead they are immediately cancelled.

Expected behaviour

It should be possible to rerun a cancelled TaskRun or PipelineRun.

The same issue was fixed recently in the CLI: tektoncd/cli#1200
The approach taken there should also work for the Dashboard.
