This new rule which stay very broad allow for an instance maintainer to restrict user access for things like:
So in other words, anything that if not blocked will result in the unavailability of the instance or the malfunctioning of the instance.
But disallow the ability to restrict users based on human conflict or political conflict. One of the example: #344
I did my best to phrase the new rule in a neutral and "broad" way, please advise if a correction or an improvement is needed.
After merging this PR, we can then notify the owner of #14 and tell him to remove any restrictions put in place, if not the instance will be removed.
