SPEC 4: mention the retention policy in the SPEC #261

It turns out there is a retention policy enforced by a github action that removes any artifact if

  • there are already 5 previous version or
  • the artifact is more than 30 days old

@bsipocz is that correct?

This should be part of the SPEC, and new projects should be notified of this policy.

This is to address #261 
I'm on the opinion that it was a mistake to include so much
implementation detail in the SPEC itself, but as the other specifics of
https://anaconda.org/scientific-python-nightly-wheels are in the docs,
we should list these policies, too.


Also note, that we may eventually change the actual numbers, e.g.
scientific-python/upload-nightly-action#35
