See https://github.com/ruffle-rs/ruffle/actions/runs/3056873460/jobs/4931444458#step:8:391 and gfx-rs/wgpu#2954; I assume we can't bump wasm-bindgen's helper crate web-sys until that PR is merged into a new wgpu release, and since wasm-bindgen always bumps with its helper crates, we can't bump wasm-bindgen either.
