This PR fixes the inconsistent code formatting used throughout the source to conform to the ROS C++ standard using
clang-formatand @davetcoleman's.clang-formatconfig: https://github.com/davetcoleman/roscpp_code_format/blob/master/.clang-formatMoreover, this patch also adds a
pre-commitconfig to automate code-formatting.Why? This change makes future PRs and code-review easier, by comparing the actual code diffs rather than formatting changes.
