feat(typescript): support 4.7 nodenext (#1194)

* Support typescript 4.7 nodenext module

* Begin fixing tests

* Add nodenext test

* Try things out

* Fix tests

* Require typescript 3.7

* Add test

* Iron out last details

* Fix linter warnings

* Use type cast
