Describe the problem

To Reproduce

  1. 如果v3.0.0 出现备份，无论是否成功，修改yaml，apply之后，会导致滚动升级失败，导致集群没有任何变化。

Expected behavior

  1. 如果备份正在进行，不许进行滚动升级。
  2. 如果备份已经完成，滚动升级应该不影响。
