QUDT Governance

By "governance" we mean the following:

Governance is about establishing information artifacts, organizational structures, processes, policies and measures that help achieve strong participation across the organization for critical decisions affecting QUDT entities, properties and values. Governance groups can be established for specific purposes, such as approving enterprise requirements for units interoperability and may also be standing bodies with sustained responsibilities, such as establishing policies and monitoring compliance.

All artifacts are represented in standard languages
All vocabularies are expressed using RDF (Resource Description Framework)
QUDT schemas are expressed in both OWL and SHACL
Includes cross-references to UCUM, UN-ECE, OM, IEC 61360, UDUNITS codes
