Checks dynamic keymap EEPROM usage is within available EEPROM
Description
As an aid to adding VIA support to new keyboards, this checks the amount of EEPROM to be used for dynamic keymaps doesn't exceed the amount of EEPROM available, thus potentially avoiding one's Sunday afternoon being wasted trying to debug why firmware isn't working due to four layers of a huge switch matrix not fitting into 1K of EEPROM.
It additionally allows for keyboard-level override of how much EEPROM is allocated.
