Notification from F2F needs to be coordinated with PowerStack.

Changing frequency what does it mean?

Barry mentioned Power9 has only a ratio for changing frequency. Tapathi is the expert. Todd explained that on chip controller can shift between GPU and CPU for limit. Steve said this is essentially a hint on how cap power? Yes said Todd. At some level it might now be able to be done as the power cap for the cpu might make it not work. Sid asked how an application programmer should choose and is it documented. Todd said pretty much no. There is some research but may not be public. Todd says there is documentation how you do it. Ryan/Todd think the usual pattern will be full way one or the other. But it is expressible as a ratio so it should be part of the spec.

Barry - HWP for Intel is ill documented and can it be included in spec.

At SC there were a variety of things on Power. We had a BoF, PS had a BoF, Green500 had a BoF. We educated the crowd on what PA does. See Jeff's notes. Ryan points to Fujitsu's power prediction poster.
