This makes browse last longer (and if nothing is done, they time out in 30 seconds). This is more consistent with browse being a long running operation. Fixes #33753
Tested
Flashed a thread device & opened a commissioning window on them 2 times (and then flashed again to not let the SRP server know that the commissioning window is closed). Used
./out/linux-x64-chip-tool/chip-tool pairing code 112233 MT:-AM14UC112US.I7TE00to try to commission.Before the change I got a single error and then the process finished. After the change I see it retrying and ending with a timeout:
