- Storage audit will soon be conducted to determine readiness of platforms in terms of compliance of the storage API implementations. - This PR adds a no-op audit disabled by default Testing done: - `scripts/examples/gn_build_example.sh examples/all-clusters-app/linux out/debug/standalone chip_config_network_layer_ble=false chip_support_enable_storage_api_audit=true chip_support_enable_storage_load_test_audit=true` shows that the audits run and succeed, and without the arguments, they are not executed at all and don't appear in the final binary.

A duplicate of #20134 with additional commits that automatically address
incorrect style, created by Restyled.
Please review accordingly.
Since the original Pull Request was opened as a fork in a contributor's
repository, we are unable to create a Pull Request branching from it with only
the style fixes.
