Describe the bug
单机版北极星，删除服务之后，再注册的时候注册不上去，然后解注册报错。

To Reproduce
注册一个服务之后，下线实例，然后删除服务信息，再注册时即可复现。

Expected behavior
可以重复删除并重复注册。

  • Version: v1.7.0
  • OS: Mac OS
