With the ability to dynamically add/remove cameras (coming soon) we will need a check to make sure the observatory does not proceed if no cameras are available. Should also prevent initial startup if no cameras detected (as discussed here: #646 (comment))

Closed by #951 (or maybe before?) with the can_observe property.
