What is the purpose of the change

  • Bump rust-optimizer across all of the cosmwasm code in osmosis.
  • Learn if the build system for it works how I think it does

Testing and Verifying

This change is already covered by existing tests, and should be closed if it does not pass, or doesn't make sense to the maintainers.
