[release-4.16] OCPBUGS-37078: UPSTREAM: <carry>: openshift: Bump the version of ocp_dnsnameresolver external plugin #127

This PR bumps the version of the external plugin ocp_dnsnameresolver for release-4.16.
Following commands were run:

go get github.com/openshift/[email protected]
go mod tidy
go mod vendor

go generate
