Describe the bug
Currently, when we enable cluster.restrict.index.replication-type setting, it disallows users from creating an index specifying replication type which is expected behavior.
However, there's an unintended consequence of blocking a snapshot restore that specifies index replication type in the request and other such requests that need to create an index (shrink, split, etc). For now, we are reverting this setting till we find a solution that can resolve all of these issues.
