builtin module separated into it's own crate

Lgtm.
Two things I don’t like here (but they were present before so...):

  1. The errors are not helpful and I think we could improve that with richer errors that include the faulty data.
  2. The Impl trait has a terrible name; why not just go with Implementation?

Up to you if you want to fix either or both concerns. :)

Previously we had to match `Pricing::Single` and `PricingMulti` which this fixes.
It does by introducing a compability layer and into() implemenentation.

In addition, I switched the deserialization to `BTreeMap` instead of `Vec`.
That changes the format of the chain spec again
