Update brower specific dev dependencies

There are several PRs from @renovate-bot to update dev dependencies which are stalled because browser tests fail: #2169, #1598

I did a short look into this and it seems it's not that easy to update as one depends one the other. e.g

• karma-webpack 5 depends on webpack 5
• webpack 5 is not supported by istanbul-instrumenter-loader
• ...

I'm not familiar enough with brower environments to get this done in a reasonable timeframe.

It would be nice if someone with browser experience could pick this up. Alternative would be to tell @renovate-bot to stick on old versions.
