Analogous to multiformats/go-multiaddr#153, we also want to be able express Noise addresses, e.g. /ip4/127.0.0.1/tcp/4001/noise.

Could you update https://github.com/multiformats/multiaddr/blob/master/protocols.csv as well @marten-seemann? I am not sure which of multiformats/multicodec and multiformats/multiaddr is the source of truth.
