System information

  • OS Platform and Distribution (e.g., Linux Ubuntu 16.04): Windows
  • Modin version (modin.__version__): master
  • Python version: All
  • Code we can use to reproduce: running CI tests on Windows

Describe the problem

Running Ray on Windows tests could sometimes crash because Ray cannot suddenly start.
I have been able to reproduce that on my laptop, and I'm assuming it's because there are certain conditions when Ray cannot make big enough object store, so its master process doesn't start.
